Briefly describe how water-solubility of a chemical signal affects receptor location at a target cell, i.e.?

If a chemical signal is hydrophillic (water soluble) it will bind directly to a receptor on the extra-membrane space (outside of the cell). If its hydrophobic (non water soluble) it has the ability to diffuse across the plasma membrane and bind to a receptor on the inside of the cell.
